Project Coordination and Management |
Lead by:

Objectives:
1. To establish and implement an effective and transparent management structure to carry out the planned activities.
2. To coordinate the different activities within each WP and implement the appropriate control mechanisms by monitoring the progress and quality of each activity.
3. To maintain fluid communication with the EC about the progress and status of the project, as well as among networking partners.
4. To promote the participation in other European programmes.
WP2 |
EST Governance |
Lead by:
Kiepenheuer-Institut für Sonnenphysik (KIS)
Objectives:
1. To study options for viable models of governance for the EST project during its construction and operational phase.
2. To obtain professional governance advice as appropriate and to inform the consortium about possible options.
3. To explore cooperation with existing intergovernmental agencies and established pan-European research infrastructures in related fields for investigating potential synergies on governance matters during the construction and operation phases.
4. To provide input to the Board for the discussion and resolution on the favoured options.
5. To map the governance layout onto legal considerations, implications originating from the legal framework chosen for the EST observatory, and the potential legal implications of any cooperation with existing research infrastructures or intergovernmental organisations (in close cooperation with WP30).

EST Legal Structure |

Objectives:
1. To study the possible legal frameworks for EST and determining the most appropriate one.
2. To prepare for the establishment of a legal framework for EST.
3. To define bodies within the legal framework.
4. To draft documents for the construction and operation of EST.
WP4 |
Financial Schemes of EST and Strategic Actions |
Lead by:
Instituto de Astrofísica de Canarias (IAC)
Objectives:
1. Lead the activities of a working group to investigate all aspects of the financial model required to ensure the construction, operation and, ultimately, the decommissioning of the EST.
2. Determine and inform all partners of the timescales and constraints governing possible national funding opportunities for the construction and operation of the EST.
3. Investigate the possibility of obtaining a loan from the European Investment Bank (EIB), and other similar national and/or regional bodies, to provide a smooth funding profile for the construction phase of the project.
4. Understand the implications of such a loan(s) on the long-term operational funding of the EST.
5. Define a guidelines with a fair sharing of costs and scientific and socio-economic returns among all participating parties in EST.
6. Analyse the socio-economic and knowledge impact of the EST on the European Research Area.
WP5 |
Strategic Actions to Reinforce EST Visibility and Trans-national Engagement |
Lead by:
Instituto de Astrofísica de Andalucía (IAA-CSIC)
Objectives:
1. to coordinate the efforts on public outreach by the individual partners to achieve a truly pan-European dimension.
2. to make the key results of the project (reports, scientific publications, designs and analysis studies) available to targeted communities,
3.to refine and prepare the scientific goals and technological requirements for EST.
4 to assure visibility of EST at the European level, actively participating in and/or organising events to generate awareness of EST and debating with national and regional stakeholders (government authorities, funding agencies, research policy makers, education institutions).

Technical Works |

Objectives:
1. Creation of the Project Office
2. Consolidation of the conceptual design of all subsystems of EST.
3. Definition of subsystem specifications for preliminary design of telescope mechanics.
4. Preliminary design of telescope mechanics.
5. Definition of specifications for detailed design and fabrication of all subsystems, updating the cost estimates and construction schedule.
